Inaprubahan na ito ng Mababang Kapulungan ng Kongreso noong Disyembre 13 o 17 araw lamang matapos itong ihain bilang panukalang batas ni House Speaker Martin Romualdez. Gusto na itong aprubahan ng Senado sa pangunguna ni Senate President Miguel Zubiri. Kabilang sa mga masugid na nagsusulong ng MIF si Senador Mark Villar, isang multibilyonaryo at anak ng pinakamayamang Pilipino. Malakas at makatwiran ang mga batayan kung bakit natin dapat tutulan at pigilan ang pagsasabatas ng Maharlika Investment Fund:

The Kilusang Magbubukid ng Pilipinas or Peasant Movement of the Philippines (KMP) was founded at a time of great political upheaval and broad mass movement against the tyranny and abuses of the Marcos dictatorship. Hundreds of peasant leaders and land reform advocates from Luzon, Visayas, and Mindanao gathered during the historic founding of KMP on July 24, 1985. After thirty five years, KMP remains as the largest national democratic mass organization of peasants in the Philippines.
