VERA FILES FACT CHECK: Circulating ‘TUPAD hiring’ posts BOGUS, NOT from DOLE 


Several Facebook (FB) pages have shared job posts supposedly for the Department of Labor and Employment’s (DOLE) emergency employment program dubbed Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD). These are fake.

DOLE’s regional offices have disowned the circulating posts in their advisories. 

The graphics, first posted as early as Feb. 14, claim netizens can apply either by messaging the publishers or registering on a website. To attract netizens the posts included photos of TUPAD payouts, and the promise of an P800 daily salary.

Part of the caption of one of the posts read:

“DOLE TUPAD IS NOW HIRING

Elementary, Highschool kahit College graduate Pwede (Elementary, highschool even college graduate is allowed)

18-50 years Old

800 Pesos A Day BUONG PILIPINAS (All over the Philippines)

Two links were provided for the application, and another two for information on the qualifications. It specifically stated that individuals can only apply online and no walk-ins will be entertained.

In a Feb. 15 statement, DOLE Calabarzon (southern Luzon) clarified they did not authorize the hiring ads for TUPAD, a community-based assistance package that provides “temporary wage public employment projects” for displaced, underemployed and seasonal workers. 

“Please be advised that the TUPAD program, which aims to provide temporary employment, is solely implemented by DOLE. We are currently conducting a thorough investigation into these unauthorized posts, and we will cooperate with the competent agency to take appropriate criminal and civil action,” a part of the advisory read. 

DOLE Region I also highlighted that the selection of beneficiaries is not done through social media platforms. 

Qualified beneficiaries are “disadvantaged workers aged 18 years old and above …except for government employees regardless of status of employment (permanent, contractual, project-based) including those who are regularly receiving honorarium or allowances for work performed.” Aspirants must submit documentary requirements to DOLE regional, provincial or field officers for review, evaluation and approval. 

According to DOLE Region II, TUPAD workers in their region receive a daily salary of P435, contrary to the posts’ claim. The DOLE reported the program assisted 128,134 individuals last year. 

Some posts also lead to a website (libreng-ayuda-2022.blogspot.com) that collects netizens’ personal information and is notorious for posting fake job ads.

The fake job posts were posted in several FB groups such as 4P’S & DSWD ALL REGION UPDATE PAY OUT 2023-2024 (created on Dec. 8, 2023 as Landbank 4ps update), 4ps regular and none poor all region pay out 2023, 2024 (Sept. 14, 2023) and Juan for All – Eat Bulaga ☑️ (July 15, 2021 as Bida First Official ☑️) collectively garnering 2,797 reactions, 3,238 comments and 201 shares.
