Stand With the Fight Against Corruption and Puppet Rule in the Philippines


Statement of the ILPS

The International League of Peoples’ Struggle stands with the Filipino people in their struggle against the systemic corruption of the bureaucrat capitalist US-puppet government. The nationwide mobilizations held on November 30, 2025, were a resounding call for President Marcos and Vice President Duterte to both resign for their blatant corruption and crimes against the people, and for genuine and far-reaching change in government that meets the day to day needs of the masses and ends the corrupt rule of comprador capitalist and big landlord rule over the semi-feudal semi-colonial system.

Bureaucrat capitalists have used their positions in the government to plunder the resources and wealth of the people. This has greatly increased abject poverty among the people of the Philippines as inflation has skyrocketed the prices of food, fuel, and other basic goods while corrupt politicians enrich and fatten themselves through regressive taxation, shady development projects, and other neoliberal schemes. This has further immiserated the people and deepened the crisis in the basic livelihoods of the people who can no longer afford the cost of living.

In the cities, the real value of wages sat at 550 pesos (less than $10) in October even as costs of living increased, such as the price of diesel by 13.60 peso per liter. Meanwhile, over 2 million Filipinos are recorded to be unemployed (with the unreported number amounting to far higher) and attacks on unionization of workers has weakened workers’ ability to assert their rights legally in the workplace. This comes as President Marcos inserted 100 billion pesos into the national budget, at least 250 billion of which went directly to personal kickback projects that filled his own pockets.

It is not only in the cities that the effects of corrupt anti-people government are felt. In the countryside, peasants are subjected to brutal semi-feudal rule in which their lands are stolen at gunpoint by the military and private death squads on the orders of big landlords. The landlords use the influence within the bureaucrat capitalist government to maintain the semi-feudal system through extremely high rent prices of land and farm implements (such as tools, seeds, and fertilizers), manipulation of farm market prices, and lack of basic government services in the countryside, even during disasters such as drought, superstorms, and earthquakes. This deepens the livelihood crisis faced by the Filipino peasantry.

Corruption is not a matter of bad individuals in government. It is instead a symptom of US puppet rule in the Philippines that shackles the country to US imperialist economic and military interests. Philippine domestic policy is completely subservient to US foreign policy, which treats the country as a military outpost and provocative staging ground against China on the one hand, and as an unlimited resource-grab for agricultural, mining, and other extractive corporations on the other hand. The corrupt politicians, all representing the big bourgeois and big landlord classes, know that as long as they bow down and sell out their people to the economic and military dictates of US imperialism, they will have a free reign to join in the plunder of the Filipino masses with complete impunity.

The ILPS congratulates Bagong Alyansang Makabayan (Bayan), a leading member of ILPS Philippines, and the Makabayan Party in mobilizing the Filipino masses in the hundreds of thousands through the People’s Movement Against Corruption. This broad patriotic alliance mobilized the masses on September 21 against corruption in one of the largest demonstrations against the fascist US-Marcos regime since the 2022 Presidential election. These protests were sustained into October 17, and 21 in Manila and other cities around the country. This all built up to the mobilizations against corruption on November 30, 2025 in which up to 120,000 people mobilized across the country to demand justice and accountability.

ILPS calls on all its members around the world to support the Filipino people’s mass movement against Marcos, Duterte, and all corrupt politicians towards building a national transition council to implement far-reaching reforms in government. The League calls for its members to stand in solidarity with the people’s fight against the bureaucrat capitalist rule supported by US imperialism.
